Tonya Dowd is an accomplished executive leader with over thirty years of experience in healthcare economics, reimbursement, market access, and corporate strategy across the global MedTech ecosystem. She brings deep expertise not only in payer policy and commercialization strategy, but also in company governance, enterprise growth, and corporate development.
Tonya currently serves as Executive Vice President of Reimbursement, Health Economics, Market Access, and Corporate Development at PRIA Healthcare, where she is a member of the Executive Leadership Team and a regular participant in Board of Directors meetings. In addition to leading the firm’s integrated reimbursement and market access platform, she participates in corporate development initiatives, including mergers and acquisitions, strategic partnerships, and long-term growth planning. As part of the executive team, she has helped guide PRIA through a significant scale phase—expanding service offerings across the product lifecycle, driving cross-functional integration, executing acquisitions, and contributing to sustained year-over-year revenue growth.
Previously, Tonya founded and built the Reimbursement, Health Economics and Market Access (RHEMA) division at MCRA (acquired by IQVIA), expanding the business unit across disease areas and service lines and strengthening the organization’s strategic positioning prior to acquisition. Earlier in her career, she held leadership roles at Quorum Consulting (acquired by Guidehouse) and Johnson & Johnson, where she contributed to market access platform expansion, acquisition assessment, and global value strategy development. Her experience across organizations that successfully transitioned through acquisition provides her with a strong understanding of enterprise value creation, integration, and governance considerations.
Throughout her career, Tonya has advised executive teams, investors, and boards on coverage, coding, payment, pricing, and evidence strategy for new and emerging medical technologies, including implantable devices, digital health, diagnostics, and minimally invasive procedures. She has successfully established new coding and payment pathways, influenced national and regional coverage policy, and pioneered reimbursement frameworks that enabled broad market adoption—including playing a key role in advancing reimbursement pathways for bariatric surgery and other innovative therapies.
Tonya brings a holistically informed perspective to strategy, understanding how regulatory, clinical, commercial, and payer considerations must align to mitigate risk and drive value. She is frequently invited to serve as a judge and mentor for MedTech Innovator and Creative Destruction Lab and serves on the Scientific Advisory Board of the International Society for Cardiovascular Translational Research (ISCTR). She is a sought-after speaker on reimbursement, market access, and commercialization strategy.
She holds a Bachelor of Arts in Health Policy Studies from the University of Michigan and a Master of Public Health in Healthcare Management and Policy from UCLA.
